The R-410A to R-454B change and your Florida repair decision

This is the rule change that is being used hardest as a sales lever right now, so it is worth knowing exactly what it does and does not require.
What the rule actually says
EPA's Technology Transitions program, under the American Innovation and Manufacturing Act, restricts higher global warming potential HFCs sector by sector. For residential and light commercial air conditioning and heat pumps the limit is 700 GWP, with a compliance date of January 1, 2025 for manufacture and import (EPA, HFC restrictions by sector). R-410A is above that line. R-454B and R-32 are below it, which is why new equipment now uses them.
Existing systems are not affected
EPA's sector table carries a footnote that "components used to repair existing systems are not subject to these restrictions". Your installed R-410A system is legal and serviceable. Nobody is coming to take it away, there is no deadline by which you must replace it, and any pitch that implies otherwise is a sales tactic rather than a statement of the rule.
The installation date has moved more than once
- The original rule attached a January 1, 2025 installation compliance date, but not to systems whose specified components were all manufactured or imported before that date.
- A December 2023 interim final rule allowed higher-GWP inventory manufactured or imported before January 1, 2025 to be installed until January 1, 2026 (EPA regulatory actions).
- In May 2026 EPA finalized a reconsideration rule which, in EPA's words, "allows for the tens, if not hundreds, of thousands of residential or light commercial AC systems, that were domestically manufactured or imported into the U.S. before January 1, 2025, to continue to be installed" (EPA fact sheet, May 2026).
Three changes in three years is why you should re-check any date on this page against epa.gov before you rely on it. It is also why a contractor may legitimately still offer you R-410A equipment in Florida in 2026. Ask which it is, in writing, and price it accordingly.
Where the Florida climate changes the math
- Run hours. Florida systems work far more hours per year than northern ones, so a big repair on a tired system buys fewer remaining years here than the same repair would elsewhere.
- Compressor and coil failures on a 12 to 15 year old R-410A system are usually the point at which replacement wins on arithmetic, not on refrigerant politics.
- Mixed generations do not work. An R-454B outdoor unit is not designed to run against an R-410A indoor coil. Condenser-only quotes deserve an explanation.
- A2L handling. R-454B and R-32 are classified mildly flammable, which affects equipment design, leak detection and installer practice. This is a reason to use a licensed, EPA 608 certified installer, not a reason to fear the refrigerant.
- Get both numbers. Ask for the repair quote and the replacement quote on the same visit, with the remaining expected life of the repaired system stated.
